Strikes (Minimum Service Levels) Bill

The right to strike is engrained through Article 11 of the European Convention of Human Rights, and minimum service levels – which the Government is proposing – are also recognised by the International Labour Organisation (a UN agency) as a provision that can be necessary to maintain public services. 

As such, this Bill will not prevent people in these sectors from going on strike: the Government respects the freedom to strike and accepts the pressures that apply when this happens. But, this Bill will ensure the public remains safe when strikes do happen.
